Obstruction under this section means actively hindering the officer from entering or carrying out their duties. It covers actions that block access, delay entry, or otherwise prevent the officer from performing the inspection or enforcement work—for example, preventing doors from being opened, locking areas, or interfering with the officer's ability to enter the premises. Providing consent, cooperating with the officer, or leaving after entry are not obstruction; the first two facilitate access, and leaving after entry is a separate improper behavior but not hindering entry itself. So the action that constitutes obstruction is hindering or obstructing entry.
